ABC Solar Triumphs Over LA County Solar Blockade: A Testament to Resilience and Advocacy

April 2, 2024, marks a significant milestone in the history of ABC Solar and the broader solar energy community in Los Angeles County. It's not an April Fools' Joke; it's a hard-won victory against what has been colloquially termed the LA County Solar Blockade. Today, we delve into this remarkable journey, reflecting on the challenges, the advocacy efforts, and ultimately, the triumph that underscores the power of resilience, community action, and the relentless pursuit of a sustainable future.

The Genesis of a Blockade

For months, ABC Solar, led by the indefatigable Brad Bartz, found itself ensnared in a perplexing situation as permit applications for solar battery systems were inexplicably halted. This blockade not only stifled innovation but also jeopardized jobs, leaving ABC Solar's skilled team in limbo and countless ratepayers anxious about their clean energy aspirations.

"The blockade felt like a relentless storm, testing our resolve at every turn," recalls Bartz. "But it was a battle worth fighting, not just for ABC Solar, but for the entire solar community and the environment."

The Advocacy Crusade

Unwilling to stand idly by, Bartz spearheaded an advocacy crusade, leveraging the Freedom of Information Act (FOIA) to shed light on the rationale behind the blockade. The response from the California Energy Commission (CEC) proved instrumental, revealing the critical role of the Solar Equipment Lists under Senate Bill 1 (SB1) and highlighting the extensive man-hours invested in these processes.

With data in hand, Bartz championed transparency and compliance, sharing the findings with LA County and the State Fire Marshal, advocating for a swift resolution to the impasse.

"Transparency is the cornerstone of trust and progress. The data from the CEC's Public Records Request underscored the need for clarity and compliance in navigating the solar landscape," Bartz emphasizes.

The Importance of Solar Battery Systems

Central to this saga is the pivotal role of solar battery systems. In an era where monopoly utility companies dominate, these systems represent a beacon of hope for ratepayers seeking to reclaim control and assert their energy independence.

"Solar battery systems are not just technology; they're a declaration of autonomy against the monopoly utility conglomerates. They empower homeowners, reduce reliance on fossil fuels, and pave the way for a cleaner, more sustainable future," Bartz passionately states.

The Victory and Beyond

After months of advocacy, negotiation, and unwavering determination, the so-called Solar Blockade has been lifted, paving the way for renewed momentum in solar battery installations across LA County. This victory, however, is not the end of the journey.

"As we celebrate this victory, we must remain vigilant, learning from this 'Code Interpretation Question' to prevent future barriers," Bartz reflects. "Our triumph is a testament to what we can achieve when we come together, united by a common goal."

In closing, Bartz extends heartfelt thanks to the readers of SolarDaily.com and the community at large for their support and participation in these proceedings. "Your voice mattered. Together, we turned the tide, but the fight for a sustainable future continues. Let's keep the momentum going."

As ABC Solar looks to the horizon, the story of the LA County Solar Blockade serves as a powerful narrative of resilience, advocacy, and the collective will to forge a brighter, more sustainable world. It's a reminder that in the face of adversity, unity, and perseverance can illuminate the path to victory.

In the words of Bartz, "This victory isn't just for ABC Solar; it's for every ratepayer, every advocate, every dreamer who believes in the power of clean energy. Together, we're not just installing solar panels and batteries; we're lighting the way to a greener tomorrow."

Motion to Revert to NEM 2.0 or NEM 1.0 for Ratepayers Impacted by AHJ Solar Battery Blockade March 19 2024

Support this motion - ask me how. Solar@ABCsolar.com
Instruction Paragraph for Stakeholders:

Dear Stakeholders,

As you are likely aware, the ongoing Solar Battery Blockade enforced by the Los Angeles County Fire Department (LACoFD) since October 2023 has severely impacted the adoption and implementation of solar battery systems within Los Angeles County. This blockade not only contradicts the spirit and letter of SB379 but also undermines the collective efforts to promote renewable energy adoption in our state. Chief Richard Stillwagon's recent actions and statements have escalated concerns, notably affecting early solar adopters like the ABC Solar Client who was on the March 21, 2024 meeting who was left in shock after witnessing a presentation filled with scare tactics about outdated battery technologies, directly challenging the integrity of the CEC and UL.

In response, I have filed a "MOTION FOR IMMEDIATE REVERSION TO NEM 2.0 OR NEM 1.0 IN RESPONSE TO THE LACoFD SOLAR BATTERY BLOCKADE" with the CPUC docket office. This motion seeks immediate relief for ratepayers in Los Angeles County, advocating for a temporary reversion to more favorable NEM regulations until a resolution is reached.

To ensure our voices are heard and to encourage a swift resolution, I am requesting your support. Please find below a template letter addressed to the Executive Director of the CPUC, Ms. Rachel Peterson. I urge you to customize this letter, sharing your experiences and expressing the urgent need for CPUC intervention. Together, we can highlight the severity of Chief Stillwagon's blockade and its detrimental effects on our community and the state's renewable energy goals.

Dear Ms. Peterson,

I am writing to draw your urgent attention to a matter of significant concern for renewable energy stakeholders in Los Angeles County. The ongoing Solar Battery Blockade, enforced by Acting Assistant Fire Marshal Chief Richard Stillwagon of the LACoFD, has created substantial barriers to the installation and utilization of solar battery systems, directly opposing the objectives of SB379 and stifling progress toward our shared renewable energy goals.

Chief Stillwagon's recent presentations and guidelines, which openly denigrate the California Energy Commission (CEC) and UL while promoting outdated fears about battery technologies, have caused considerable alarm and confusion within our community. His actions not only undermine established safety standards but also jeopardize the trust and investment of early solar adopters, such as the ABC Solar early adopter client, who, after installing his first solar system in 1999, now fears for the safety of his home due to the Chief's baseless claims.

In light of these developments, Bradley Bartz of ABC Solar Incorporated has filed a "MOTION FOR IMMEDIATE REVERSION TO NEM 2.0 OR NEM 1.0 IN RESPONSE TO THE LACoFD SOLAR BATTERY BLOCKADE" with the CPUC docket office. This motion seeks to provide immediate relief to affected ratepayers by reverting to more equitable Net Energy Metering regulations until a comprehensive solution to this blockade can be implemented.

I respectfully urge you to consider this motion and to take swift action in support of Los Angeles County's ratepayers and the broader objectives of California's renewable energy framework. The actions of a single department should not be allowed to undermine state policy and the significant investments made by individuals and businesses in clean energy.

Thank you for your attention to this urgent matter. I look forward to your response and am hopeful for a resolution that reaffirms our state's commitment to advancing renewable energy in a fair and supportive regulatory environment.

Sincerely,

Title: “Oh, The Places Batteries Can’t Go!”

The cover image for “Oh, The Places Batteries Can’t Go!” has been created. It features a whimsical, sunny town filled with solar panels, puzzled batteries, and symbols of renewable energy, all designed in a vibrant and engaging style. The title is prominently displayed, capturing the essence of an adventurous journey through the challenges of solar battery installation in a world striving for sustainable solutions.

Page 1:
In the land of Sun and Sea, where the bright solar panels grow,
Lived a town that loved clean energy, from high rooftops to the low.
But when it came to storing power, for the night or rainy day,
They found themselves in quite the hour, with the rules in disarray.

Page 2:
“No batteries here!” said the rule with a frown,
“You can’t put them there, not up, nor down.
Not in a box, not with a fox,
Not in a house, not with a mouse.”

Page 3:
“You cannot stack them, like Lego blocks,
Nor keep them close, to your socks or your clocks.
Not in the yard, nor under the bed,
Where oh where can they be led?”

Page 4:
Then came along a wise old tech, with tools and meters, around his neck,
“I’ve traveled far and seen quite a lot, but these rules? Oh, they’re quite the knot!”

Page 5:
“We need these batteries, for sun and for rain,
To keep our lights on, again and again.
But with rules so tight, and spaces so small,
Where can we place them? Where, after all?”

Page 6:
“Not too close to this, not too near to that,
Can’t be here, can’t be there, not even for a cat.
Not outside, not inside, not in the cold or where it’s fried.”

Page 7:
So the people pondered, and they thought, and they thought,
Till their thinking caps were quite overwrought.
“How can we store, our solar power galore,
If there’s no place for batteries, not one place, no more?”

Page 8:
Then a child spoke up, with a giggle and grin,
“If the rules won’t budge, we must think to win.
Let’s draw them a picture, a story, a rhyme,
To show them our trouble, time after time.”

Page 9:
So they sketched and they wrote, of batteries and dreams,
Of clean energy flowing, in bright, sparkling streams.
They showed how the rules, so strict and so tight,
Left no room for batteries, not in the day or the night.

Page 10:
The rulemakers listened, to the tale so bizarre,
Of batteries banished, both near and far.
With a laugh and a thought, they began to see,
The rules must be changed, they all agreed.

Page 11:
So the batteries found homes, in places just right,
Not too close, not too far, but just in sight.
The town glowed with energy, clean and bright,
Thanks to the children, who led the fight.

Page 12:
And so in the land of Sun and Sea,
The batteries live happy, as happy as can be.
For when people come together, and share a clever thought,
Oh, the places batteries can go, in the spots that they ought.

This playful take not only introduces the concept of energy storage and the importance of renewable energy but also touches on the challenges of navigating complex regulations. It encourages problem-solving and collective action, all wrapped up in a fun, engaging story that echoes the whimsical style of Dr. Seuss.

Join Our Movement: Expanding the CPUC from 5 to 15 Commissioners

Senator Ben Allen
State Capitol, Room 5072
Sacramento, CA 95814

Dear Senator Allen,

Subject: Proposal for Amendment to the California Public Utilities Code - Expansion of the CPUC

I am writing to you as a concerned citizen of California to propose a significant amendment to the California Public Utilities Code, specifically to expand the California Public Utilities Commission (CPUC) from its current composition of 5 members to 15 members. This proposal is not just a numerical increase; it represents a strategic enhancement to ensure that the CPUC is better equipped to handle the evolving and complex challenges of modern energy regulation, especially as California progresses towards its ambitious renewable energy goals.

The section of the California Public Utilities Code that needs revision is Section 701, which currently stipulates that the CPUC comprises five members appointed by the Governor and confirmed by the Senate. To address the increasing complexities and demands placed on the CPUC, I propose the following amendment to this section:

Current Language: "The commission shall consist of 5 members appointed by the Governor and confirmed by the Senate..."

Proposed Change: "The commission shall consist of 15 members appointed by the Governor and confirmed by the Senate..."

This expansion is proposed with the aim of diversifying the range of expertise, enhancing governance capabilities, and strengthening oversight functions within the CPUC. Such reform is critical for ensuring that California remains at the forefront of innovative and effective energy regulation, particularly in light of our state's commitment to renewable energy and sustainable practices. I believe that this proposal requires serious consideration and legislative action. Hence, I am reaching out to you, given your leadership and commitment to environmental issues and your influential role in the California State Senate. Introducing this amendment as a bill would be the first formal step in the legislative process, and your support in this endeavor could be instrumental.

I am available for any further discussion or to provide additional information that might be required. I hope you will consider this proposal favorably and lend your support to initiate the legislative process for this crucial amendment.

Thank you for your time and attention to this matter. I look forward to your response and support.

Sincerely,

Bradley L. Bartz
